properties of that material may have been altered by excess moisture or the <br />addition of subsoil. <br />BRL needs to perform compaction testing on that part of the gob pile below the <br />level tested during the March 5, 1998 testing. Before testing starts, the Division <br />suggests that BRL submit a testing plan that shows how many holes will be drilled <br />and the interval in each hole at which the core will be tested for compaction. <br />This item needs to be addressed immediately. In order to document proper <br />construction of the pile and compliance with regulatory performance standards, <br />appropriate documentation of compaction of all of the lower lifts in the pile needs <br />to be submitted in the fourth quarter gob pile inspection report. <br />The Division would like to receive assurance, in the form of an engineer's report, <br />that the underdrain material has been properly graded according to the grain size <br />distribution listed on page 8 of Volume IV of the permit application. <br />BRL responded to this question by providing an invoice by the contractor, which <br />stated [hat the gradation of the delivered material was according to the <br />specifications provided.
