Long <br />o,~;:~~n oveaor <br />RE: Inspection Follow up, Gob Pile, Bowie No. 2 Mine, Permit No. C-96-083, Bowie <br />Resources Limited. <br />Dear Mr. Bear: <br />In a letter dated March 4, 1998, the Division asked several questions to Bowie Resources <br />Limited (BRL) concerning the gob pile at the Bowie No. 2 Mine. This letter is to <br />summarize the progress in resolving the Division's concerns. The italicized comments are <br />the Division's original comments from the March 4, 1998 letter. <br />The Division would like to know the soaerce of the moisture in the coal waste. Is it <br />from mine water seepage within the mine or is it from exposure to melting snowfall <br />or rain due to the storage of the coal waste on the portal bench? <br />It is the Division's recollection that BRL stated, in the field, that the source of the <br />excess moisture in the gob material was from rain falling onto the exposed gob pile <br />material, as it was being stored on the portal bench. Please reconfirm this. <br />The Division believes that the Itig{:er than anticipated moisture content in the coal <br />mine waste and the addition of subsoil material to the coal mine waste may have <br />compromised the slope stability analysis that had been performed for the gob pile. <br />The slope stability analysis ojtl:e gob pile was based on tl:e maferinl properties <br />and a Standard Proctor compaction test of coal waste ally. This is stated on pages <br />20 and 21 of Volume IV of the permit application. The Divisio~r believes tlsat an <br />addltior:al material properties test, or• tests, irTCluding a sieve analysis, and another <br />Standard Proctor test, or tests, should be run on the aelual amended gob pile <br />
