Salinity (Total Dissolved Solids) (continued) <br />It is a requirement of the regulation that the TDS level of each discharge <br />in the Colorado River Basin be evaluated for impact on the system. <br />Generally, the net impact of TDS to the basin from coal mining surface <br />runoff treatment facilities is negligible due to the intermittent nature of <br />the discharger. <br />In compliance with the above referenced Colorado River Salinity Regulations, <br />the permittee shall continue to monitor for salinity on a quarterly basis <br />at all discharge points. The Division has determined that monitoring for <br />total dissolved solids (TDS) shall be the method used to measure salinity. <br />G. Monitoring Frequencies and Reporting Requirements <br />For discharge points 001 and 006, pH, oil and grease and flow monitoring is <br />required by the permittee on a weekly basis. TSS, total recoverable iron, <br />and settleable solids are to be monitored monthly. Quarterly TDS monitoring <br />is required for all discharges to the Colorado River Basin in compliance <br />with the Colorado River Salinity Regulations. <br />• For post mining discharge points (002, 003, 004 and 005) pH, oil and <br />grease, flow and settleable solids must be monitored monthly. The Division <br />requires less frequent monitoring for post-mining discharges because no <br />activity takes place on site, and because reclamation, including <br />revegetation, has begun and therefore effluent quality should vary little. <br />Aa described earlier, the permittee is required to monitor all parameters, <br />regardless of whether precipitation exemptions are sought. To address <br />precipitation exemption conditions for any of the surface stormwater <br />discharge points, the permittee must submit an ezemption request and <br />supporting 'proof' with the monitoring data. The Division will approve or <br />deny the ezemption request. If denied, then the permittee will be ezpected <br />to meet the primary parameters (TSS and total iron for active mining, <br />settleable solids for post-mining). See Part I.B of the permit for <br />monitoring requirements. <br />Discharge monitoring reports (DMRs) will continue to be required to be <br />submitted on a quarterly basis. If no discharge occurred during the <br />quarter, the DMR should state "No discharge during this reporting period." <br />See Part I.C of the permit for additional requirements. <br />H. Materials Containment Plan <br />On January 16, 1989, the permittee submitted a Spill Prevention Containment <br />and Control Plan (SPCC Plan) to the Division for review. An update of this <br />. Materials Containment Plan is required to be submitted indicating any <br />applicable changes. The plan update shall address any changes to the plan <br />necessary to prevent and/or contain spills of any materials used, processed <br />or stored at the facility which, if spilled, would have a reasonable <br />probability of having a visible or otherwise detrimental impact on waters <br />of the State. This update is to be submitted within 90 days of the <br />effective date of the permit. Sec Part I.E of the permit. <br />
