The
report appeared complete and well organized. There were several data gaps,
However, it appears that TCC is now sampling for all required parameters.
The narrative discussion of interpretation of data was very short and not very
comprehensive. More effort could have been made discussing what the data
showed. Some discussion could have been provided on salt loading, actual vs.
predicted mine discharge quality, concerns over receiving stream standards,
and elevated spoils water table. For this year's report it probably makes
sense that MLRD pursue these issues during the pending permit review process.
Due to a lack of thorough interpretation of the data I cannot recommend any
reduction or termination of any of the monitoring requirements at this time.
/ph
Doc.
