surface of the cover soil? These questions were not clearly <br />addressed in the final report. It is clear that the requested <br />incremental depth sampling was not conducted in 1995, and as a <br />result an intensive sampling program will need to be conducted in <br />June or early July of 1996, if WFU intends to sumbit a revision <br />request for reduced cover depth. The results of the soil sampling <br />program will be particularly critical to any reduction of the 4 <br />foot cover depth due to the inconclusive vegetation response. <br />Based on review and consideration of the soil and refuse data <br />collected to date, and relevant literature review, the following <br />sampling program is recommended: <br />Sample parameters should at a minimum include textural <br />analysis, pH, EC, SAR, and selenium (due to the marginal <br />selenium levels indicated in the 1990 refuse sampling). <br />Centrally located soil pits should be excavated in each <br />of the eight plots, extending at least two feet into the <br />underlying refuse. Samples should be separately <br />collected, bagged, labeled, and analyzed for each l foot <br />depth increment from the exposed face of each test pit, <br />with the exception that the one foot increments <br />immediately above and below the soil/refuse boundary <br />should each be split into two 6 inch sample increments in <br />order to better detect any interface effects which may <br />have occurred. Exchangeable sodium percentage (ESP) <br />should be reported for the refuse samples, in addition to <br />the parameters listed above. <br />We would request that, if WFU does choose to pursue a technical <br />revision for cover depth reduction, the revision application should <br />be submitted by early September, 1996, in order to allow for <br />decision issuance prior to the end of the field season.
