As explained above, the discussion of PHC in the permit application predicted that it <br />would take 30 years after cessation of mining for the back-filled pit to fill with water and <br />for spring SP-4 (now called RSP-4) to resume seeping water at pre-mining levels. What <br />actually happened, though, is RSP-4 resumed flowing within 1 yeaz after mining ceased, <br />and its flows aze now much greater than the seeping that was reported before mining. <br />Also, the concentrations of TDS, sodium, and sulfate in RSP-4 effluent are much higher <br />than pre-mining levels, and they are increasing. <br />Given the substantial difference between RSP~'s flow rates projected in the PHC and the <br />actual flow rates, the Division requests that the operator update the PHC so that it <br />includes projections of <br />a) flow rates for RSP-4 taking into account data from recent yeazs, <br />b) future trends in total dissolved solids and sulphate for RSP-4 effluent, and <br />c) possible downstream impacts of RSP-4 effluent. <br />Please do not hesitate to call me if you have any questions. <br />Sincerely, <br />T~ K <br />Tom Kaldenbach <br />Environmental Protection Specialist <br />cc: David Berry, CDMG <br />96AfiR.
