C-80-003,
(contained in "Hayden Gulch Mine 1996 Annual Reclamation Report",
received by Division on February 14, 1997)
Dear Mr. Neumann:
The Division has completed its review of the above-referenced report and has the following
comments and questions.
Report's fulfillment of reporting requirements
Monitoring requirements are found in Volume 1 B of the permit application. The two surface
water sites. UHG-1 and LHG-l, are to be monitored as specified in Section 2.05.6 of the permit
application (modified by TR-56). The operator has committed to monitoring the six spoils
springs RSP-1 through RSP-6 as described in Section 4.0.13 of TR-63. Discharge limitations
for the two remaining sediment ponds HG-8 and 003 are also set forth in Section 4.05.13 of TR-
63. The three ground water monitoring wells, HG-1 and HG-2, and UC-2 are to be monitored as
specified in Section 2.05.6(3)(b)(iii), Volume 1 B of the pern3it application.
The report fillfills for 1996 the annual hydrology reporting requirements of Rule 4.05.13(4)(c)
and the permit, with the following two exceptions.
1. Water levels in well UC-2 were not reported as required in Section 2.05.6(3)(b)(iii),
Volume 1 B of the permit application (this is the only measurement required in this well).
Please explain the reason for not reporting the water level in UC-2.
2. The operator reported in a letter to the DMG dated February 27, 1997 that "problems with
instruments" prevented the field measurement of the dissolved oxygen and turbidity in
1996 at various sites but explains that since then, the problems have been resolved (Item
4 of that letter). The Division believes the missing data does not hinder the monitoring
program.
