Box G <br />Steamboat Springs, Colorado 80477 <br />Attention: Mike Ludlow <br />Subject: Observation of Construction <br />Excess Spoil Pile 1-A <br />Eckman Park <br />Job No. 7373 <br />Gentlemen: <br />A representative of our firm was present during initial construction <br />phases of the subject spoil pile. The purpose of this letter is to <br />summarize the construction sequence and our observations. <br />Our firm performed a geotechnical investigation (Job No. 5664 B) for <br />the excess spoil area in September, 1979. That report provided con- <br />struction recommendations and results of a stability analyses as <br />required by 2 CCR 407-2, Section 4.09, of the Colorado Mined Land <br />Reclamation Board for coal mining. Topsoil and organic matter were <br />removed from the pile area prior beginning construction. A photo- <br />graph showing the overall disposal area after topsoil removal is <br />presented in Appendix A, attached to this letter. <br />The excavation fora toe buttress was made as part of the initial <br />construction. The buttress excavation was about 200 feet in width <br />and was bottomed in claystone bedrock, as recommended in our report. <br />The excavation extended to depths of about 10 feet below surrounding <br />ground elevations. Excavation of the buttress trench was completed <br />in October of 1980. The toe buttress was backfilled using overbur- <br />den removed from initial box cuts in area 50. The material consisted <br />of sandstone and claystone. The sails were transported and placed <br />in the excavation using overburden trucks. The deposited piles <br />were leveled by bulldozers resulting in lift thicknesses of about <br />2 feet. Compaction of the material was obtained by directing loaded <br />and empty trucks across the top of the leveled lift. The results <br />of field density tests we performed during construction are included <br />with this letter.
