~~
Mr. Richard Mills - 2 - February 19, 1987
There does seem to be a more pronounced disparity when high concentrations are
observed. Six samples were run in both the laboratory and the field at site ,
27A and 1003 during the 3rd quarter of 1986 and laboratory values were more
reproducible. TDSlEC values flab) average 0.71+0.04 whereas TDS/EC values
(field) average 0:64+0.20. As the Division is very concerned about regular
monitoring of the salinity at all Cyprus permit areas in Twentymile Park, the
Division requests that Yampa Valley Coal Company prepare a response which
addresses this issue within thirty days. This response should document in
detail the current sampling procedure for field electrical conductivity
measurements and propose modifications to ensure good salinity values for the
Division.
The water quality of alluvial well 008-AW-3, immediately below the tipple
pond, showed statistically significant deterioration during the last year.
Levels of TDS and sulfate monitored during the 1986 water year were
substantially higher than those recorded during the previous eighteen months.
The AHR narrative attributes this phenomenon to the adjacent Mine 3 spoils.
The Division tentatively accepts this analysis but is concerned about TDS
levels in the Fish Creek AVF downstream from the Tipple and the associated
impact to vegetation productivity: The Division will not insist on additional
monitoring at this time for two reasons. One, the Mine 3 Spoils in this area
have been released from bond, and two, further impact from Cyprus properties
will.not occur, in all probability, until the Fish Creek bore hole shaft is
constructed.
Please call if you have.any questions.
Sincerely,
Catherine W. Begej J
Reclamation Specialist
CWB/tmb
cc: Brent Anderson
7487E
