SNOWCAP COAL COMPANY
South Portal
Roadside Refuse Disposal Area Inspection - 3`~ Quarter 2007
On September 25, 2007, I performed the required quarterly visual inspection of the
Roadside Refuse Disposal Area in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The pile was dry to damp. There were some muddy
areas on the inside of the terraces. There was no seepage noted around the pile. The
upper diversion ditch was inspected. The recent reclamation work performed above the
ditch caused some rocks to roll into the ditch. The rocks need to be removed.
The light use road culvert was removed from the ditch during the quarter. Riprap was
placed in the ditch where the culvert was removed.
The depth of the non-toxic cover on the top of the pile was checked on August 17, 2006
by excavating five test holes on the top of the pile. All of the test holes had more than
18" of material depth over the refuse. Another test hole was excavated on June 25,
2007. The depth of non-toxic cover was 2.5 feet.
A failure of the pile would probably not be a hazard to human fife. Even though the pile
is fairly close to the Interstate 70 east bound lanes, if the coal mine waste bank failed, it
is unlikely the material would move far enough to encroach upon the freeway.
I certify that to the best of my knowledge and belief, that the fill and other aspects of the
Roadside refuse pile have been constructed as permitted in the design approved by the
DRMS. ooeom©e
~enp REG/,r~~
Recommended maintenance: Remove
9 ~
~ .~
~' ~ ] ~ ~ 0
~Aa IO~g~0 ~-o°4~.f
ditch.
Date
