<br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Inspection - 1~` Quarter 1999 <br />On March 31, 1999, I performed the required quarterly visual inspection of the Bowie <br />No. 2 Mine coal mine waste bank in accordance with Rule 4.10.2. <br />The gob disposal area was dry. I, J. E. Stover, P.E., have a wide variety of experience <br />in the design and construction of earth fill embankments. Nothing was observed during <br />the inspection that would indicate the pile has a potential for failure. All organic <br />material and topsoil has been removed ahead of the waste bank founding. <br />The construction of the pile has progressed beyond the first terrace (=6050'). This <br />elevation was corrected from the last quarter's report. The operator began excavating <br />cover material from the gob pile founding and placing the material on the outslope of <br />the pile during the third quarter 1998. No additional cover material was excavated <br />during the 1" quarter 1999. <br />Coal mine waste is to be placed in the pile in approximately horizontal lifts no more <br />than 24-inches thick. The coa{ mine waste is spread and compactioe effort is provided <br />by a self propelled sheepsfoot compactor. Coal mine waste was hauled to and from the <br />pile during the quarter. Coal mine waste hauled to the pile during the quarter was end <br />dumped along the northwest boundary of the pile. It was not spread or compacted, <br />therefore no compaction tests were performed during the quarter. <br />Approximately 10,000 tons of coal mine waste was excavated from the pile and hauled <br />to Powderhorn Coal Company's Roadside preparation plant. This excavation and <br />removal of coal mine waste lowered the average height of the pile about 4-feet. <br />Excavation was performed primarily from the south half of the pile. The coal mine <br />waste generated during the quarter was from ventilation shaft excavation. <br />Approximately 169 loads were hauled during the quarter (1420 in place cubic yards <br />8.4 cy/load @ 12 tons per load). <br />A failure of the pile would probably not be a hazard to human life. The pile is located <br />above a large flat bench. The bench is approximately 80 to 150-feet wide directly <br />below the pile. Additionally, the gob pile sediryea d is located below the pile.
