<br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Inspection - 3'd Quarter 2001 <br />On September 19, 2001, I performed the required quarterly visual inspection of the Bowie <br />No. 2 Mine coal mine waste bank in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The gob disposal area was dry. All organic material <br />and topsoil has been removed ahead of the waste bank founding. <br />The construction of the pile has progressed beyond the first terrace (=6070'). The <br />operator began excavating cover material from the gob pile founding and placing the <br />material on the outslope of the pile during the third quarter 1998. During the 2"d quarter <br />1999 additional cover material was excavated and placed on the outslope of the pile. The <br />entire outslope of the pile, up to the first bench, was covered with subsoil. During the 2nd <br />quarter 2001 additional cover material was placed on the outslope of the first and second <br />bench. The depth of cover material placed has not been verified. <br />No coal mine waste was generated from the mine during the quarter. An small (5 ton per <br />hour) air jig was set up at the coal stockpile area to experiment with cleaning coal and gob. <br />Approximately 4,618 tons were hauled from the gob pile to the air jig, 1638 tons of coal <br />were recovered leaving 2,980 tons hauled back to the gob pile. Coal mine waste is to be <br />placed in the pile in approximately horizontal lifts no more than 24-inches thick. The coal <br />mine waste is spread and compactive effort is provided by a self propelled sheepsfoot <br />compactor or a front-end loader. Gob returned from the air jig was spread and <br />compacted. Compaction tests were performed on October 5`h on the lift compacted <br />during the quarter. Relative compaction test results, which all passed, are enclosed. <br />A failure of the pile would probably not be a hazard to human life. The pile is located <br />above a large flat bench. The bench is approximately 80 to 150-feet wide directly below <br />the pile. Additionally, the gob pile sediment pond is located below the pile.
