Note that the geologist agrees that the commercially-feasible <br />sand and gravel are under 9 feet of overburden, and that <br />historically, gravel has been mined in this area. Note that there <br />is no true "aquifer" (as mentioned in the permit application, Exh. <br />G), just the sand and gravel which allows water to flow under the <br />overburden and over the Mancos Shale. Using your interpretation of <br />the "completeness" of an application, does this mean the YOUNG <br />GRAVEL SOURCE is not yet complete so that they must re-publish <br />their notices?
