<br /> <br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Inspection - 3"' Quarter 1999 <br />On September 24, 1999, I performed the required quarterly visual inspection of the Bowie No. 2 <br />Mine coal mine waste bank in accordance with Rule 4.10.2. <br />The gob disposal area was dry. I, J. E. Stover, P.E., have a wide variety of experience in the design <br />and construction of earth fill embankments. Nothing was observed during the inspection that would <br />indicate the pile has a potential for failure. All organic material and topsoil has been removed ahead <br />of the waste bank founding. <br />The construction of the pile has progressed beyond the first terrace (=6050'). The operator began <br />excavating cover material from the gob pile founding and placing the material on the outslope of the <br />pile during the third quarter 1998. No additional cover material was excavated during the 1R quarter <br />1999. During the 2n0 quarter 1999 additional cover material was excavated and placed on the <br />outslope of the pile. The entire outslope of the pile, up to the first bench, is covered with subsoil. <br />The depth of cover material placed has not been verified. No work was performed on the cover <br />material during the 3"' quarter 1999. <br />Approximately 29,000 tons of coal mine waste was transported from the portal bench directly to <br />Powderhom Coal Company's Roadside preparation plant. The coal mine waste generated during <br />the quarter was from the mine. Approximately 25 loads were hauled to the gob pile during the <br />quarter (210 in place cubic yards ®8.4 cy/load (r~ 12 tons per load). Sediment from Pond C is <br />being excavated and stockpiled along the northwest side of the gob pile. Approximately 3,000 cubic <br />yards were hauled in during the quarter. This sediment will not be placed and compacted into the <br />pile until material strength characteristics are determined and its effect on the Gob Pile stability is <br />determined. <br />Coal mine waste is to be placed in the pile in approximately horizontal lifts no more than 24-inches <br />thick. The coal mine waste is spread and compactive effort is provided by a self propelled <br />sheepsfoot compactor. Coal mine waste hauled to the pile during the quarter was end dumped <br />along the east side of the pile. It was not spread or compacted, therefore no compaction tests were <br />performed during the quarter. <br />A failure of the pile would probably not be a hazard to human life. The pile is located above a large <br />flat bench. The bench is approximately 80 to 150-feet wide directly below the pile. Additionally, the <br />gob pile sediment pond is located below the pile.
