RE: Review of Blue
Ribbo~t Portal Bench Final Reconstruction Drawings
In your absence, I met with Mr. William Tate of Blue Ribbon Coal Company on
Friday, September 21, 1984. Mr. Tate and I discussed the following matters:
(1) The final construction drawings and specifications for the
reconstruction of the Blue Ribbon Portal Bench - In my opinion the
drawings and specifications are acceptable. Attached you will find two
copies of those Drawings and specifications.
(2) Number of drawings & specifications to be submitted - Bill requested
allowance to waive required submission of additional sets of the final
construction drawings and specifications, due to the cost of producing
the documents. I am willing to amend the original stipulation, if
necessary, to delete the required submission.
(3) Transfer of underground development waste material from other locations
for placement within the reconstructed portal bench - I cautioned Bill
that West Elk Coal will have to formally inform you of their intent to
transfer underground development waste from their permitted area to
Blue Ribbon Coal's appropriately permitted waste disposal structure.
(4) Proof of publication for public notice of revision approval - Attached
you will find the proof of publication documentation and bill for
publication.
(5) Approval to proceed - It is Blue Ribbon's desire to commence
reconstruction of the portal bench next Monday morning, September 24,
1984. I cautioned Bill that, while I had no problem with commencement
of activity, that you might have other administrative requirements to
fulfill. I informed him that I would attempt to communicate with you
today. I reminded him that if I failed to reach you and acquire verbal
concurrence, that he would have to await your return to the office.
