<br />April 18, 1995 <br />State of Colorado <br />Division of Mines and Geology <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br />RE: 112 ANNUAL FEE AND REPORT NARRATNE DOMTAR GYPSUM # 77-247 <br />Domtar Gypsum's Coaldale tluany surtace mine operation penult #77-247 has been in <br />Temporary Cessation Statis since August, 1990, In late 1990, app. thirty acres of affected <br />land was graded, seeded and hydromulched. This reclamation work brought the total <br />reclaimed acreage at the Coaldale Quany to 65 acres of the 100 total acres of affected <br />land currently under permit. Additional seeding and straw mulching of the 1990 <br />reclamation areas was performed during the 1992, 1993, and 1994 field seasons, as <br />described in past years annual reports. The map aeeomplaning this report is for ease of <br />locating these areas, although the acreages and specifically items 2 thru 6 on the report <br />form have not changed. <br />Field work at the site during 1994 included the reseeding of areas within the 1990 <br />hydromulch areas that showed lack of vegetative establishment. App. ten acres of waste <br />dump area as located on the map was reseeded with a native seed mi:lure listed in this <br />report. In addition, two semi loads of clean wheat straw mulch was applied to the thirty <br />acres of 1990 reclaimed ground at a rate of 2000 pounds per acre. This was the third <br />application of straw mulch at this rate since the original aspen fiber hydromulch <br />application in 1990. The entire 65 acres of reclaimed mined land was maintained as <br />needed. This included some minor reseeding and mulching on the northern aspect of the <br />South End Waste Dump and the removal of many wire cage/animal damage control <br />devices that had been installed over tree seedlings In the past. Tumbleweeds and excess <br />vegetation was removed from other wire cages. <br />1994 field work included a site investigation by DMG for the purposes of evaluating <br />possible closure criteria should this option be pursued by Domtar in 1995. Domtar has <br />until August 29, 1995, to declare their wish to 1) close the mine operation, 2) continue TC <br />statis for five additional years, or 3) resume operations. Domtar has scheduled a strategic <br />planning session for all of its field operations during June 1995 at which time this <br />decision making process will be entertained in regards to the Coaldale site. During the <br />summer of 1984, a task list of various components of closure criteria for the Coaldale site <br />was sent to DMG including gross cost estimates for the various tasks necessary for <br />aucceaful closure. Seven major areas of concern were outlined including a range of cost <br />estimates depending the extent of backfilling, highwall removal, and topsoiling called for <br />by DMG for the various areas involved in final closure. It is anticipated by the writer that <br />the issue of site statis will be addressed during the summer of 1995. As soon as Domtar's <br />decision is made, the appropriate coorespondence with DMG will be made. <br />Also during 1994 and early 1995, a Stonnwater Management Plan for the site was reviewed <br />and developed including a complete watershed modeling of the mine site and those areas <br />above the mine site contributing to potential stonnwater flow. Afield investigation by a <br />DMG hydrologist pointed out areas of concern and actions were taken at the site to <br />address those concerns.
