fill materials were keyed into the underlying natural clays approximately 1 to 2 feet and the base of the <br />trench in which the coarse fill materials were placed was constructed so that it sloped down to the east and <br />daylighted into the rip-rap lined dminage channel that is located immediately north of the pile and at a point <br />near the northeast corner of the pile. Based on our observations, it appeazed that [he coarser fill materials <br />were adequately draining the toe of the refuse pile. We observed water flowing from the eastern end of the <br />trench and into the riprap lined channel. In addition, we did not observe any wet areas or areas of seepage <br />anywhere along the north toe of the pile. <br />We also visited the site on December 30 to conduct our quarterly inspection. Mr. Rick Mills and Dave <br />Wallace of RAG/Twentymile Coal Company were not available at the time of our site visit. At the time of <br />our visit, the majority of the refuse pile was covered with 4 to 8 inches of snow and it appeared that the <br />majority of the refuse materials (waste coal) that were being produced were being stockpiled along the <br />western edge of Area 2. It appeared that the contractor was pushing the snow off of the pile in the areas in <br />which they were stockpiling the waste coal. At the time of our visit, we did not observe any signs of <br />adverse drainage conditions on the pile. Based on our limited observations and the compaction test results, <br />it appears that the pile is being constmcted in general accordance with the project specifications. <br />As suggested in our previous quarterly report, the water levels in the monitor wells installed on October 23, <br />1997 and December 9, 1999 were measured during this quarter on a monthly basis. A table/graph showing <br />the monthly water levels is attached. <br />We were advised that the mine had produced approximately 110,150 cubic yards of waste coal during this <br />quarter and that approximately 10 to IS percent of the totat amount consisted of fines that were not placed <br />in the pile. It is our understanding that the fines are being pumped underground into the mine. <br />This report fulfills the uarterly inspection requirements as specified by Rules 4.09.1(II)(a) and <br />4.10.2(2)(a).
