(Northwest Colorado Consultants, Inc.) has prepared this letter outlining our
observations made during the first quarter of 2001 at the Refuse Pile, which is located at the Foidel Creek
Mine in Routt County, Colorado. During this quarter, we visited the project site on March 13, 2001 to
provide our quarterly observations.
At the time of our site visit on March 13.2001, we met with Mr. Rick Mills to observe the conditions at the
Refuse Pile. At the time of our visit, we observed that the ntajoriry of the refuse materials (waste coal)
were being stockpiled in Area 1. We also observed that the contractor had stockpiled a considerable
amount of waste coal in Area 2 earlier during this quarter, however they had not spread out or compacted
any lifts since our last site visit. We were advised that they had produced approximately 22,000 cubic
yards of waste coal in January and approximately 14,000 cubic yards in February.
It should be noted that we did not observe any adverse drainage or geotechnical conditions at the time of
our site visit. Based on our part-time observations, it appears that the waste coal materials that were
recently produced, were being stockpiled in general accordance with the project plans and specifications.
As suggested in our previous quarterly report, the water levels in the monitor wells installed on October 23,
1997 and December 9, 1999 were measured during this quarter on a monthly basis. A graph showing the
monthly water levels is attached. ~
This report fulfills the q rte ty inspection requirements as specified by Rules 4.09.1(1 I)(a) and
4.10.2(2)(a).
