<br />• <br />Historical soIl and spoil quality data aze presented and discussed in previous Topsoil and Spofl <br />Monitoring reports (PCC, 1987 and 1989) and the Annual Reclamation Reports (PCC, 199], <br />1992, 1993, 1994, 1999, 2003) that have been submitted to the Division. <br />• Wolf Creek Spoil <br />No final graded spoil samples were taken in 2006. <br />SCC was required to sample and analyze final graded spoil from dte Wolf Creek mining area <br />prior to soil replacement. Spoil was sampled on a 300-foot horizontal grid and tested for pH, add <br />base potential (ABP), and soil salinity (EC). Analyses for Wolf Creek graded areas can be found <br />in the Annual Reclamation Reports, (PWCC, 1995 and SCC, 1999). <br />• Soil Replacement Thickness <br />SCC was required by CDMG to closely observe and routinely inspect soil replacement thickness <br />in the Wadge and Wolf Creek reclamation areas at Seneca II Mine. This monitoring requitement <br />is included in Permit C-80-0OS as Item 5 of the TopsoH Quality Contro] Program, presented in <br />Vol. 7, Tab 9, Attachment 9-4, pages 9-41. Permit historical soil replacement thickness <br />information for the 1984 through 1992 reclamation blocks is presented in Permit C-80-005, <br />Table 9-4-3, Attachment 9-4; Tab 9 of the Second, Third, and Fourth Annual Topsoil and Spoil <br />Monitoring Reports for the 1987, 1988, and 1989 field seasons; and the Annual Reclamation <br />Reports (PCC, 1990; PWCC, 1991, 1992, 1993; SCC, 7994, 1995, 1996, 1997, 1998, 1999). In <br />addition, Seneca conducted an exhaustive topsoil redistribution depth sampling program during <br />the summer of 2000. See Appendix 2000.1 for field data of 2000 ARR and statistics. The mean <br />value of topsoil replaced was 1.2 feet for the 575 samples taken. <br />• Soil Balance <br />Seneca submitted the fatal soil balance as Technical Revision No. 31 on June 26, 1997 as the final <br />reclamation -topsoil management plan for Seneca II. Subsequently, the CDMG approved this <br />final topsoil management plan on December 9, 1997. Hence, no sod balance will be submitted <br />with any further Annual Redamadon Report <br />• Soil SaWage, Storage and Replacement <br />Approximately 8.0 acre-feet of topsoil remain in stockpiles as of December 31, 2006.
