In <br />cartpleting my certification, I have conducted an inspection of the <br />refuse sub-area 1 and 2-3 piles. and construction site. <br />There are no apparent points of seepage in the pile, and there is no <br />indication of slope failure. The surface drainage facilities were <br />adequately maintained and were working properly. No subdrain system <br />is required by our permit, since geotechnical investigation for the <br />disposal site revealed no ground water present. Permanent out slopes <br />have not yet begun to be built. Required ccngaaction was achieved in all <br />lifts through August 18, 1986. <br />We have now, to date, a total of 216,898 tons of refuse placed in sub-area 1, <br />and 171,023 tons placed in subarea 2-3. <br />Both the topsoil and subsoil piles for those areas have been seeded and are <br />stable. R~loval and stock piling of all organic material and topsoil prior <br />to disposal of refuse has been carlpleted. <br />Dextado Mine <br />P.O.
