Long <br />FROM: Christine Johnsto Orvnion Director <br />RE: 1ST Quarter Pond and Refuse Pile Inspection Reports; <br />Southfield Mine; Permit No. C-81-014 <br />Pursuant to your request I have reviewed the 1st Quarter Pond and <br />Refuse Pile Inspection Reports for the Southfield Mine. The <br />reports indicate the inspection occurred on March 17, 1995. I <br />reviewed the regulations (specifically 4.10 and 4.05.6(13)), the <br />permit (specifically Exhibit 18), Technical Revisions No. 14 and <br />15, and past inspection reports, in order to determine the required <br />contents of these reports. <br />Refuse Pile Inspection Reports <br />Requirements <br />* The regulations require that the fill be inspected for stability <br />at least quarterly throughout the construction and during critical <br />construction periods, which includes placement and compaction of <br />fill materials (4.09.1(11)(a)). Inspections are to include <br />observations and tests to evaluate the potential hazard to human <br />life and property, and to ensure that all organic material and <br />topsoil have been removed and that proper construction and <br />maintenance are occurring in accordance with the approved plan. <br />The engineer shall consider steepness of slopes, seepage, and other <br />visible factors which could indicate potential failure. Copies of <br />the inspection report are to be maintained at the mine site and the <br />certified report provided to the Division within two weeks after <br />each inspection. <br />* Rule 4.10.4(3) details compaction requirements during <br />construction of coal mine waste banks, which include: (1) spread <br />in layers no more than 24 inches in thickness; and (2) compacted to <br />attain 90 percent of the maximum dry density to prevent spontaneous <br />combustion and to provide the strength required for stability of <br />the coal mine waste bank. <br />
