' wen Sndry and Sndvy ASK+ fM~i7 Furnpnar/S~winay <br />3.0 POTENTIAL RISK TO HUMAN HEALTH OR THE ENVIRONMENT <br />' The Health Physics Societ)~, formed in 1956, is a Scientific Organization concerned with the <br />' protection of people and thc; environment from radiation. <br />' In December of 1990, The Health Physics Society issued a position statement endorsing the <br />Nucleaz Regulatory Commission's "Below Regulatory Concern: Policy Statement" (BRC), which <br />' was issued effective July 3, 1990 (Attachment 2). In this Statement, the Health Physics Society <br />strongly supported the concept that regulatory authorities should be concerned with activities <br />' involving radiation and radioactive materials that may threaten human health, but noted that there <br />aze very low levels of radiation or radioactivity, small compazed to natural background, that <br />' involve little or no radiation risk and do not warrant regulatory concern. <br />' As professionals devoted to radiation protection, the Health Physics Society believed that the <br />BRC Policy would help focus attention of health physicists, radiation users, regulators, and the <br />' public alike away from insignificant problems and towazds those that may involve significant <br />risks. <br />1 <br />The position of the Health Physics Society relates to the levels of radiation present at the Sunday <br />' and West Sunday Mines as follows: <br />t 1. The levels of radiation at these mine properties is at least two or three times lower than <br />some of the natural background levels in the azea; and <br />1 <br />2. risk to human health due to these low levels or radiation is further reduced by the <br />' unlikelihood of significant human exposure to these mine properties.
