1 <br />~ ~99~ <br />PEG~\~~0 <br />OTC M~a`a\S~Geo~o9y <br />ENGINEERING INSPECTION <br />SOMERSET M1~fI?'G COMPANY <br />EAST Y;~RD GOB DISPOSAL PILE <br />Fourth Quarter 199~k <br />On December 21, 199-4, 1 performed a visual inspection of the east <br />yard gob disposal area at Somerset Mining Company's, Somerset <br />dine. Both Rear Coal Company and Somerset `fining Company have <br />approval to dispose of coal mine waste in the fob pile. <br />Page 2.0~-19ii, dated 12-1U-92, of Somerset Mining Company's <br />approved permit docL~ment includes the requirement to inspect the <br />coal mine waste pile for stability quarterly. The inspection is <br />to be performed by a registered engineer or other qualified <br />professional specialist experienced in construction of earth and <br />rockfill embankments. The quarterly inspection report is to note <br />the volume of waste material placed in the pile since the last <br />inspection. <br />The gob disposal area caas snow .covered, with some snowmelt <br />runo:'f. Nothing was observed during the inspection that eaould <br />indicate the pile has a potential for failure. Compaction tests <br />were performed for fourth quarter 1993, second quarter 1994, and <br />fourth quarter 1994. Gob material has consistently passed <br />compaction tests. Results of the fourth quarter 1994 compaction <br />tests are attached. <br />Somerset hauled approximately 209 cubic yards of material to the <br />gob pile during the quarter. Bear Coal Company did not haul any <br />material to the gob pile during, the quarter. The gob pile was <br />resurveyed during the fourth quarter. Approximately 11,100 cubic <br />yards of material has been added to the gob pile in a two-year <br />interval. <br />A failure of the pile would probably not be a hazard to human <br />life. The pile is located above a large flat bench referred to <br />as the east yard. The bench is 8U' to 100' wide directly below <br />the pile. If the coal mine waste pile failed, it would very <br />likely be contained in the east yard.
