Reschke, the <br />mine engineer For Blue Ribbon Coal Company. I am a registered professional <br />engineer in the State of. Colorado. I was assigned project engineer for the <br />bench construction. As additional preparation for this position I attended a <br />Troxler moisture-density training class. I have had varied experience in dirt <br />work design and inspection at Blue Ribbon Coal Company, Grand Mesa Coal Com- <br />pany and Snowmass Coal Company. Design work :or this project was done by Rocky <br />hlountaiu Gr_otechnical, Inc. (RPIG1 uC Colorado Springs. Their assistance, phone <br />~~ consultation and site inspection, was used Crequentlyin the first [wo months <br />oC constructlon. Jim Stover oC Powderhoen Coal Company, also a registered <br />professional engineer in the State of Colorado, has assisted in inspection since <br />January 2, 1985. <br />This certification is being done to satisfy the requirements of Rule 4.09.1. <br />It covers all work done from 9-7.4-84, when Colorado Ptine Land Reclamation <br />vrrbally approved the pl.ait,t}trougl~ 1-31-85. During that period of time the <br />Following phases oC construction took place: clearing and stripping, <br />surface drainage, toe excavation, back C111i.ng with recpmpacted colluvium, <br />back Cilling with select material, installation of underdrains and coal waste <br />placement. Each o these areas w111 be discussed in detail. <br />Tl~c clearing and stripping started immediately upon approval. Equipment, <br />scrap met:~l, wood and other debris were cleared Irom the site. Trees and bushes <br />within tite proposed disposal area were cleared and burned. The topsoil stockpfile <br />
