January 28, 2002 <br />Page 3 of 3 Pages <br />This was a quarterly inspection. <br />Rule 4.1O.2(2)(b) /nspections shall include such observations and tests as nmy be necessary to <br />evaluate the potential hazard to hranan life and property, to ensure that cell organic material and <br />topsoil have been removed and that proper construction mul muintenance are occurring in <br />accordance with the plan submitted under 2.05.3(8) and approved by dte Division. <br />Measurements of groundwater elevations in wells are reported. These are observations that may be <br />necessary to evaluate the potential hazard to human life and property. There was no removal of <br />organic or topsoil mentioned. The report stated that there was no construction activity (only <br />stockpiling of material). <br />Rule 4.1O.2(2)(c) The engineer or other approved inspector shall consider steepness of slopes, <br />seepage, mtd otlrer visible factors which could indicate potential faihrre, and the results of failure <br />with respect to the threat to hummr life and property. <br />No such items were mentioned in the report. <br />Rule 4.1O.2(2)(d) Copies of the inspection findings shall be maintained at the mine site. <br />My review did not include a check for compliance with this rule. <br />The file you gave me is returned herewith. <br />1 Enclosure as stated <br />Files: C:\WPDOCS\Support\e85056 Wast Pile Report Review.doc <br />
