were ripped in the fall of 1996 and broadcast seeded as an experimental treatment to control cheatgrdss
invasion. Another portion of this unit was redisturbed in 2000 for installation of a pipeline and then
reseeded in the fall of 2000. The South Fan Area is comprised of a little more than an acre of moderately
sloping revegetation that has a predominately western aspect This area (East unit and West Borrow
unit) was graded, seeded and mulched in the fall of 2000. The 2 West Portals Area is comprised of four
small units that total less than an acre. These are areas of gentle to moderately sloping revegetation
that have a predominately western asped and were graded, seeded and mukhed in the fall of 2000 (with
one of the four areas completed in the Fall of 2001.)
According to permit documents, the diversity success criteria that were initially established for this
mine were as follows:
• One perennial cool season grass speaes wdh >3% relative cover.
• Total perennial wane season grass speces equal th or > 3% relative Dover.
• Total perennial fort species equal to or > 3% relative cover.
• No reclaimed area shall have a single species that represents > 40% relative cover.
Snowcap evaluated the species diversity sucoess standard during 2001. Per Cedar Creek's
recommendations from that evaluation and consultations with the Cobrado Division of Minerals and
Geology (CDMG), new species diversity success standards were adopted. They are as follows:
• Total perennial cool season grass species relative cover ?0.5%.
• Total perennial warm season grass species relative cover >_2.0%.
• Total perennial forb and suffrutescent (sub-shrub) species relative cover >_0.5%.
• No reclaimed area shall have a single species that represents >70% relative cover.
The original intent of this final diversity standard was to predude a planted monoculture where one
speces (e.g., crested wheatgrass) is overwhelmingly dominant Hence, it is recommended that this
standard be modified to read "No reclaimed area shall have a single Ian species that represents
>70"/o relative cover". This clarification is required since the ubiquitous and invasive annual grass,
cheabgrass (Anisantha tectorum), has relative cover values approaching or surpassing 70% in years
favorable to growth in the both the North Dedine Area and Greasewood Reference Area.
Success standards for ground cover and production are the normal 90% of approved reference area
values. The standard for woody plant density is a value of 800 shrubs per acre.
SNOWCAP COAL COMPANY Page 2 Revegetation Evaluatbn 2004
