Response: Additional sampling and monitoring has been completed for the 2004 season to determine
appropriate responses.
We alto evaluated the 1996 and 1999 areas against the diverrity standard that it currently approved for the II-W Sauth
Extension Area. Thu it a romewhat lerr rigorour life farm bared rtandard, which facurer on native species and includes both
relative cover and rpecies denrity corrrponents. Under this framework, native perennialgrarrer (ar agroup) are to comprise
between 20% and 95% relative cover, with a mean rpecier density of at least 5 rpecier per 100 rguare meters. Native forbr
(as a group) an to comprise between 7% and 75% relative cover, with a mean density of at least 1 S species per 100 rguare
meters.
Bared on our interpretation of this standard ar applied to the data, both the 1996 and 1999 reclamation areas would meet
this alternative standard (although we note that this standard it currently nor approved for the subject reclaimed
areas).
The relative cover levels specified for individual shrub and (especially) tree rpecier in the currently approved standard may be
diffzcuk to achieve in the near term.
Please review this evaluation, and include a summary assessment ofcompGance with the species
diversity standard its the reportnarradre. Cenain modiScations to the species diversity standard
to correspond more closely to the approach approved for the II-W South Sactension may be
appropriate, subject to pertinent demonstration. Ifany such revision ofthe standard is
anticipated, we would request thatit be submitted well in advance ofany&nal bond release
application.
Response: This issue has been addressed as part of TR-50 (Midterm Review) and applicable modifications,
demonstrations, and discussions were included.
Annual Wildl~e Aeport
The report appears to have been completed in accordance with permit and regulatory requirements, and we have no specific questions
or comments.
Response: No response requited.
If the Division has further questions or comments, please contact me at (970) 276-5227. We have forwazded
three copies of the amended pages fox insertion into the copies of the report we have sent to you.
Sincerely,
~i'~--
Roy A.
