b)Approximately 35110 acres of poi! that had been graded in 2002 in the upper `A"Pit in thegeneral area of the open
tent plots mar not toproiled and reeled Additionally, approximately 15 acres of the `B "pit that had been graders or
graded and toproiled in 2002, mar mot needed in 2003.
Please address the reasons for the failure to complete topsoilirtg and seeding ofthese areas
during 2003, as regurred under the reclamation timeframes speci&ed in the appmved permit.
Response: The scheduling and maps have been submitted in PR-04. The area is toproiled, seeded, and
topographic diversity (hummocks) introduced. This work will be dearly depicted in the 2005 ARR.
5. We have a fem questions regarding Table 03.2 "Seedmixer Ured in 2003 Permanent Seeding Operations ".
aJ The Seedmix referenced it Seedmix # 1, but no shrrtb pecies are limed. Seedmix # 1 in the approved permit includes three
shrub pecier (mountain big sagebrush, mountain snomberry, and antelope bitterbrurh). Please address this
discrepancy, and include appropriate documentation regarding seeding rates and methods for
the three shrub species in Seedmix #1 seeding auras.
Response: These spedes were either hand seeded in the shmb establishment areas and/or hand mixed in the
hopper of the grass drill. These species axe ordered as "shrub separates" so that more attention can be given to
their use.
b) The approved mix lutr "Solar" rheambank mheatgrarr and `Sear" bluebuncb mheatgrarr. Neither °f there it included in
the Table 03.21irt in the AKR, although beardkrs bluebuncb mheatgrarr is listed, and may have been included ar a
substitution for "Sear" bluebuncb. Afro, in the approved Seedmix, the seedang rate for lupine it pecifted as 1 lb. PIS per
acre, mhich would be approximately 10% of the herbaceous component of the mix, by meight. Table 03.2 indicates that
lupine mar only OJS% of the herbaceous component. Please address the reasons for these apparent
discrepancies between the appmved Seedmix#1 and Table 03.2.
Response: 1 lb of Lupine per acre is a misprint or typographic error. The acmal rate is 0.1 lb/ac if available.
Some of these species and varieties are not always available at the time of planting.
c) For the herbaceous component only, the reeding rate listed in the permit for Seedmzx #1 is approximately 10 Ibr/acre PLS
(drill rate) and 2016r/acre PIS (broadcast rate). The rote indicated on Table 03.2 of the AID is approximately 1 S
!bs/acre PIS, but there mar no distinction indzcated betmeen drill and broadcast rater. Please clarify the rate used
in drill seeding and the rate used in broadcast seeding ofSeedrnix 1,
Response: The broadcast rate is actually greater, SCC estimates it is loser to 40th/ac. Broadcast seeding
rates aze difficult to detexxtdne. Much of the rate depends on wind and arm strength.
The drill rate is higher too, judging by the 2004 actual field experience. The rates may vary from the permitted
amounts, however the actual rate is generally higher. The final analysis of success in the diversity and vigor of
the species which grow.
d) On page 4 of the report, there it reference to establishment of a shrub .rite that mar band needed with the shrub mix (Mix S
mar referenced but me assume thin erroneous and that Mix 6 mar intended). Please provide the species list and
seedingxate infomration for the Seedmix applied to the shrub site in 2003, forinclusion in the
ARR, and please delineate the site on the reclamation map.
Response: Mix 5 is in the list used at Yoast It was , in fact, Mix 6 that was used at II-W. These are identical
mixes.
