Box 1352 Palisade, Colorado 81526 Re: Blue Ribbon Mine, Quarterly Bench Monitoring and Bench Final Contours, File No. C-81-047 Mr. Jim Stover Blue Ribbon Coal Company Dear Mr. Stover: We have received and reviewed the 4th quarter bench monitoring results and the mine bench final contour survey results. We are concerned about the increase in the water level of piezometer P-1 which occurred this past fall. A few more quarters of monitoring results should allow us to determine if a problem is developing. The proposed regrading of the ditch should eliminate problems with ponding within the ditch. However, it is unclear exactly how ponding on other areas of the bench is to be eliminated and how materials to be moved and redistributed will be handled. Therefore, we are requiring that Blue Ribbon Coal Company submit a more detailed regrading plan: The plan should delineate bench top areas for excavation, cover material stockpiling, excess material disposal, and regrading. The plan should also address whether deepening of the ditch will expose gob material. If so the plan should include a proposal for removing cover material, over-excavating the ditch profile, and then replacing the cover. This more detailed plan should include a topographic plan map with a scale of 1"=20' of the project area. Blue Ribbon Coal Company estimates that the regrading work will be done mid-summer. We feel this is a realistic timeframe. However, should goat weather conditions permit, work should be started earlier. Timely certification of the regrading work will be required upon its completion.
