C-81-034 <br />Grand Mesa Coal Company (GMCC) submitted their second semi-annual subsidence <br />monitoring report for the Red Canyon Mine on June 20, 1986. Their proposal of <br />July 30, 1985 was to survey only if major caving was observed underground in <br />the mine. Jim Pendleton's review at that time was to have them continue <br />monitoring for two additional quarters and to reassess their proposal based <br />upon a review of the data. They have fully addressed each of the three <br />comments contained in his September 9, 1985 memo, but have changed their <br />proposal. This is to only monitor upon resumption of active mining, and then <br />only quarterly for one year unless subsidence is indicated. <br />I would suggest that the subsidence monitoring be continued during temporary <br />cessation as an annual survey. This would ensure continued compliance with <br />the OSM permit condition No. 3 requiring additional cultural resource studies <br />should subsidence monitoring indicate the potential for significant impact. <br />The GMCC proposal to resume quarterly monitoring for a one-year period <br />following reactivation of mining is acceptable; however, they suggest <br />monitoring should continue only if subsidence is indicated. I would suggest <br />that quarterly monitoring continue to be required during the period of active <br />mining as currently specified in the permit.
