Box 471 <br />Boulder, CO 80306 <br />Re: Dowe Flats Mining and Reclamation Project <br />Boulder County Permit No. SU-93-14 and V-93-8 <br />Dear Cazolyn, <br />A meeting was held on November 10, 1994 to discuss this project. In attendance was <br />yourself and Jeff Moline representing the Parks and Open Space Department (POSD), <br />Clark Misner, Boulder County Transportation Department (BDOT), and representing <br />Southdown was John Lohr, Gerald Anderson, and myself. Issues discussed at this <br />meeting pertained to the floodplain and grading permits, conveyor alignment and the <br />preliminary haul road construction scheduled to begin later this fall. The preliminary haul <br />road construction includes one box culvert over each of the following imgation ditches: <br />Palmerton, Rough and Ready, and Supply; bridge piers in the Highland Ditch, and bridge <br />piers in St. Vrain Creek. <br />This meeting followed a field meeting on October 31 where these same issues were <br />discussed. In attendance at this meeting were Preston Douglas, Curt Parker and Wayne <br />Ellis from BDOT, and Jeff Moline from POSD. Representing Southdown was John I.ohr, <br />Gerald Anderson, Darrel Buffington, Don Van Buskirk, and Mike Figgs. <br />With respect to the November 10 meeting, we discussed in addition to the above referenced <br />issues, vacation of County Road 49, the closing of the bridge on County Road 49, and <br />access to the Wallace property <br />With respect to conveyor alignment, it was agreed by the parties present at the November <br />10 meeting that the conveyor alignment, after crossing St. Vrain Creek, would be moved <br />farther south and be adjacent to the plant entrance road, as displayed on the enclosed map. <br />The purpose of this realignment was to move the conveyor farther away from the St. Vrain <br />Creek riparian zone, and reduce the visibility of the structure from Ute Highway. <br />Southdown agreed to this change of alignment with the provision that an additional amount <br />of the gravel pit pond area would need to be filled, in order to accommodate both the plant <br />entrance road and the conveyor. This additional amount of fill (also displayed on the <br />enclosed map) is beyond what was originally anticipated in the grading permit, but does not <br />affect the characteristics of the floodplain. <br />(over) <br />
