Logan Wash Mine Annual Report <br />Permit No.: M•1977.424 <br />3.0 Monitoring Activities <br />Monitoring activities at the Logan Wash Mine during the reporting period consisted of <br />monitoring of mine water discharge and related sampling activities. These activities included (1) <br />required flow monitoring and sampling oftwo National Pollution Discharge Elimination System <br />(NPDES) outfalls on weekly, monthly, and quarterly schedules, (2) measurement of flow rates of <br />the mine-water discharge and retort-water discharge on a monthly basis, and (3) periodic <br />measurement of climatic parameters (temperature and precipitation) on the Lower Bench. The <br />latter two monitoring activities are voluntary. <br />3.1 NPDES Outfall Sampling <br />Two NPDES outfalls, administered by the Colorado Department of Public Health and <br />Environment (CDPHE), were monitored in accordance with permit-established schedules. <br />Outfall 001 (Logan Wash Mine, main lower portal [L-1 Portal] discharge) and Outfall 002 <br />(Research Mine discharge) are to be monitored weekly for pH, flow rates, total dissolved solids <br />(TDS), and total suspended solids (TSS); monthly for TDS, TSS, pH, nitrate, sulfate, fluoride, <br />ammania, COD, boron, oil and grease, and phenols; and quarterly for TDS, TSS, pH, nitrate, <br />sulfate, fluoride, ammonia, COD, boron, arsenic, copper, lead, oil and grease, and phenols. This <br />monitoring is required when mine-water drainage from Logan Wash mine reaches a flume in <br />"Dry Gulch" on the OOSI and BLM property boundary (outfall 001), and when flow is present in <br />the pipe conveying mine water from the Research Mine {outfall 002). <br />Sampling was not conducted at outfalls 001 and 002 during the reporting period because of no- <br />flow conditions at the designated outfall points. During the reporting period, the Research Mine <br />discharge pipe valve was closed and head was allowed to build-up in the mine (maximum head <br />measured was 23 inches). This was done to prevent discharge and sampling of the water, and to <br />accommodate construction activities associated with extending the outfall location to the Lower <br />Bench. Discharge Monitoring Reports were submitted to CDPHE on a quarterly basis as <br />required. <br />For more information regarding the Research Mine portal closure and management of the <br />Research Mine drainage see Technical Revision (TR) No. 4 and TR No. 6 which present <br />significant revisions to Exhibit E, the Reclamation Plan for Logan Wash Mine. <br />3.2 Mine-Water and Retort-Water Discharge <br />Discharge measurements of clean (non-retort) mine-water discharge (outfalls 001, and 002) and <br />retort-water discharge were conducted on a monthly basis when possible. These data were <br />collected by OOSI to assess and evaluate mine closure effectiveness and to support operation and <br />maintenance of the evaporation pond. <br />4.0 Reclamation Activities in 2005 <br />Reclamation activities conducted at the Logan Wash Mine in 2005 are discussed in the following <br />sections. <br />Western Wafer & Land, Inc. 5 <br />
