f: ._ <br />BOWIE RESOURCES LIMITED <br />Bowie No. 1 Mine <br />Coal Mine Waste Bank Inspection - 151 Quarter 2002 <br />On March 29, 2002, I performed a quarterly visual inspection of the Bowie No. 1 Mine <br />coal mine waste bank in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection~that would indicate <br />the pile has a potential for failure. All organic material and topsoil has been removed <br />ahead of the waste bank founding. The pile and surrounding area were dry. No <br />seepage vyas noted around the pile. <br />Approximately 7,000 cubic yards of coal mine waste were deposited in the pile during <br />the quarter. The pile was basically filled to capacity during the quarter. There were no <br />drainage alterations and no new bench construction. Material including some topsoil <br />was removed from the north founding and placed on completed portions of the pile. <br />Compaction tests were performed on January 7`" and 8`h and January 16"' and 17`". <br />The relative compaction test results are enclosed. <br />The design of the waste disposal area is presented in Volume 6A. To the best of my <br />knowledge and belief, based on my inspection of the pile and previous inspections by <br />professional engineers, the coal mine waste bank has been constructed in accordance <br />with the approved plan. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the mine haul road located below the pile.
