Kinney. The proposed ORION PIT for gravel is located in Montezuma County in the Mancoz Soil Conservation District, Section 1 and 2 T 35 N, R 14 W NMPM. At our Dec~lber Soil Caatservation District Board meeting while cansid- erinq this application it vas discovered that the reclamation plan submitted with the ORZON PIT application by Mr. Kinney vas actually the plan prepared by the Soil Conservation Service for the KEITH PIT. The plan prepared by the SCS had beet photo copied showing the Soil Conservation aeivice letterhead but with title changed from the KEITH PTT tO the ORTON Pit. It was later learned that the satoe thing had been done with the application for the l41R.S PIT. A letter to our board dated 12-14-94 from the Nattual Resoluces Conservation Service (Fozmerly SCS) explains this situation. These reclamation plans are site specific and one plan does NOT fit all situations. The reclamation plan needs to be specific about irrigation systems, water drainage, soil replacomertt, vegotation reestablishment as well as the elects of the operation on adjoining lands. The plan must provide for maintaining the eater supply across the property and deta*+etpe how the operation viii alter the drainage patt- erns, and wetlands. We think the application for operation should not be approved tattll a comprehensive plan for this specific operation has been approved by this board. We believe the best way to develop such a plan is for the operator, conservation professionals, land otaters and neighbors to work together. We also feel the operation plan should not be approved for those lands vithin the application where the rights to gravel.are-being disputed in the courts.
