Kinney. The proposed ORION PIT for <br />gravel is located in Montezuma County in the Mancoz Soil Conservation <br />District, Section 1 and 2 T 35 N, R 14 W NMPM. <br />At our Dec~lber Soil Caatservation District Board meeting while cansid- <br />erinq this application it vas discovered that the reclamation plan <br />submitted with the ORZON PIT application by Mr. Kinney vas actually <br />the plan prepared by the Soil Conservation Service for the KEITH PIT. <br />The plan prepared by the SCS had beet photo copied showing the Soil <br />Conservation aeivice letterhead but with title changed from the KEITH <br />PTT tO the ORTON Pit. It was later learned that the satoe thing had been <br />done with the application for the l41R.S PIT. A letter to our board dated <br />12-14-94 from the Nattual Resoluces Conservation Service (Fozmerly SCS) <br />explains this situation. <br />These reclamation plans are site specific and one plan does NOT fit all <br />situations. The reclamation plan needs to be specific about irrigation <br />systems, water drainage, soil replacomertt, vegotation reestablishment <br />as well as the elects of the operation on adjoining lands. The ORION <br />PTT is on irrigated. land xith The Howlin Ditch crossing the property. <br />The plan must provide for maintaining the eater supply across the <br />property and deta*+etpe how the operation viii alter the drainage patt- <br />erns, and wetlands. We think the application for operation should not <br />be approved tattll a comprehensive plan for this specific operation has <br />been approved by this board. <br />We believe the best way to develop such a plan is for the operator, <br />conservation professionals, land otaters and neighbors to work together. <br />We also feel the operation plan should not be approved for those lands <br />vithin the application where the rights to gravel.are-being disputed in <br />the courts.
