SNOWCAP COAL COMPANY <br />South Portal <br />Roadside Refuse Disposal Area Inspection - 2"d Quarter 2006 <br />On June 13, 2006, I performed the required quarterly visual inspection of the Roadside <br />Refuse Disposal Area in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The entire pile was dry including the terraces. There <br />was no seepage noted around the pile. The upper diversion ditch was inspected with no <br />problems noted. The maintenance items mentioned in the prior report had been <br />performed. <br />A failure of the pile would probably not be a hazard to human life.
