INSPECTION OF EXCESS SPOIL FILL <br />Fill Area #7 Construction <br />September 30, 2002 ~ ~ Zo O Z <br />The CTL Thompson report dated April 27, 2001, "Stability Analysis and Geotechnical Recommendations <br />Lorencito Surface Mine Phase I" addresses the general requirements as also cited in Sections 4.09.1 to <br />4.09.2 of the Colorado Mined Land Reclamation Board for Coal Mining. <br />ACTIVITIES NOTED DURING INSPECTION <br />Mine was idle during inspection. The majority of fill #7 (the area west of the East Armored Drainage <br />Channel) was broadcast seeded at 40 Ibs-PLS/Acre consisting of a mix of 50% approved seed mix and 50% <br />seed mix requested by the surface land owner. Certified weed-free barley straw was applied as a mulch at <br />the rate of 3000 Ibs/acre. The area east of the Drainage Channel was mulched to be followed with a shrub <br />seed mix to be applied in November. <br />SEDIMENT CONTROL <br />Sediment pond construction has been completed in accordance with plans submitted [o and approved by <br />the DMG and as-constructed survey/drawings certified by Registered Land Surveyor and Registered <br />Professional Engineer. All surface run-off from the fill areas is directed to this sediment control facility. <br />SITE PREPARATION <br />Previously completed <br />No evidence of springs or seeps was observed during site preparation. <br />DRAINAGE SYSTEM (UNDERDRAINS) <br />Previously completed. <br />FILL PLACEMENT <br />CDMG regulations require that spoil be "placed in horizontal lifts in a controlled manner, concurrently <br />compacted as necessary to ensure mass stability". Maximum lift thicknesses are not specified. Lifts were <br />placed in accordance with plans specified by the CTL Thompson report. <br />COVER MATERIAL <br />Cover material was previously placed in accordance with approved plans. Soil samples have been <br />collected. Soil additives, if required, will be applied in late fall or early spring prior to germ ination. <br />
