Stipulation No. 15: WECC HAS REQUESTED PERMISSION TO COMPLETE A <br />PRE-SUBSIDENCE AERIAL PHOTOGRAMMETRIC SURVEY OF THE SUBSIDENCE <br />MONITORING GRID, FOR THE PURPOSE OF CORRELATION WITH THE FIELD SURVEY <br />RESULTS. IT IS WECC'S INTENTION TO UTILIZE AERIAL PHOTOGRAMMETRIC <br />METHODOLOGY TO MONITOR POST-SUBSIDENCE MOVEMENTS OF THE SUBSIDENCE <br />MONUMENTS. THE RESULTS OF THE PRE-SUBSIDENCE FIELD AND AERIAL <br />PHOTOGRAMMETRIC SURVEYS SHALL BE COMPARED FOR EACH GRID MONUMENT. THE <br />AERIAL SURVEY WILL BE ACCEPTED AS ACCURATE AND WILL BE USED FOR <br />SUBSEQUENT POST-SUBSIDENCE MONITORING, IN THE EVENT THAT THE AERIAL <br />PHOTOGRAMMETRIC AND FIELD SURVEYS CORRELATE WITH AN AVERAGE SURVEY <br />POINT LOCATION DEVIATION OF LESS THAN 0.2 FEET VERTICALLY AND <br />HORIZONTALLY, WITH SURVEY POINT LOCATION DEVIATIONS OF LESS THAN 0.4 <br />FEET VERTICALLY AND HORIZONTALLY FOR LESS THAN 95% OF THE SURVEY <br />POINTS, AND WITH NO SINGLE SURVEY POINT LOCATION DEVIATION VERTICALLY <br />OR HORIZONTALLY IN EXCESS OF 0.8 FEET. <br />Stipulation No. 16: WECC HAS REQUESTED PERMISSION TO COMPLETE AERIAL <br />PHOTOGRAMMETRIC SURVEYS OF THE SUBSIDENCE MONITORING GRID SUBSEQUENT TO <br />THE INITIATION OF SUBSIDENCE, FOR THE PURPOSE OF MONITORING SUBSIDENCE <br />MONUMENT MOVEMENTS. THE ACCURACY OF THE AERIAL PHOTOGRAMMETRIC SURVEYS <br />SHALL BE DETERMINED BY A COMPARISON OF TRIANGULATION BENCH MARK <br />MONUMENT FIELD AND AERIAL PHOTOGRAMMETRIC SURVEY RESULTS FOLLOWING EACH <br />SEMI-ANNUAL SURVEY. THE RESULTS OF EACH AERIAL PHOTOGRAMMETRIC SURVEY <br />SHALL BE ACCEPTED AS ACCURATE, IN THE EVENT THAT THE AERIAL <br />PHOTOGRAMMETRIC AND MOST RECENT ANNUAL TRIANGULATION MONUMENT FIELD <br />SURVEY RESULTS CORRELATE WITH AN AVERAGE TRIANGULATION MONUMENT <br />LOCATION DEVIATION OF LESS THAN 0.2 FEET VERTICALLY AND HORIZONTALLY, <br />WITH TRIANGULATION MONUMENT LOCATION DEVIATIONS OF LESS THAN 0.4 FEET <br />VERTICALLY AND HORIZONTALLY FOR LESS THAN 83% OF THE TRIANGULATION <br />MONUMENTS, AND WITH NO SINGLE TRIANGULATION POINT LOCATION DEVIATION <br />VERTICALLY OR HORIZONTALLY IN EXCESS OF 0.8 FEET. <br />Stipulation No. 17: IN THE EVENT THAT THE AERIAL PHOTOGRAMMETRIC <br />MONUMENT SURVEYS FAIL TO MEET THE STIPULATED ACCURACY CRITERIA, WECC <br />SHALL UTILIZE TRADITIONAL FIELD SURVEY TECHNIQUES TO ESTABLISH THE <br />REASONS FOR LACK OF CORRELATION. IF THE RESULTS CANNOT BE CORRELATED, <br />WECC SHALL RESUME TRADITIONAL FIELD SURVEY MONUMENT MONITORING, IN <br />COMPLIANCE WITH THE ACCURACY CRITERIA AND STANDARDS CONTAINED WITH <br />STIPULATION N0. 14. <br />Stipulation No 18: THE DIVISION DIRECTS WECC TO SUBMIT REPORTS OF ITS <br />SUBSIDENCE MONITORING PROGRAM ON A SEMI-ANNUAL BASIS, COMMENCING ONE <br />MONTH AFTER THE INSTALLATION AND INITIAL SURVEYING OF THE SUBSIDENCE <br />MONUMENTS. FURTHER, DUE TO THE COMPLEXITY OF THE PERMIT AREA GEOLOGY, <br />PRESENCE OF LANDSLIDES AND STEEP SLOPES, AND SENSITIVE HYDROLOGIC <br />ELEMENTS, WECC IS DIRECTED TO SUBMIT A PROPOSED SUBSIDENCE MONITORING <br />REPORT FORMAT TO THE DIVISION FOR APPROVAL. THIS REPORT FORMAT SHOULD <br />RECOGNIZE THE IMPORTANCE OF CONTINUAL UPDATE OF SUBSIDENCE DATA <br />INTERPRETATION, MONITORING OF GROUND WATER LEVELS AND SPRING FLOWS, <br />MONITORING OF MINE INFLOW, AND SUBSURFACE GROUND CONDITIONS WHICH COULD <br />
