Visits to the site were made on several <br />occasions during 1985. Specific observations of the overall tailings disposal <br />area were made on September 24, 1985 by Bill Attwooll and Nancy Shaver, Senior <br />and Project Geotechnical Engineers, respectively. <br />1 <br />EXISTING CONSTRUCTION <br />' Tailings have been deposited in the valley south of the Carlton Mill in <br />' accordance with the Stale of Colorado Mined Land Reclamation Board (NLRB) <br />Permit No. 80-244 issued on March 31, 1981. At the time the permit was issued, <br />the mining plan called for tailings disposal by the "thickened discharged <br />method." This method consisted of dewatering the tailings so they can be <br />stacked in a consolidated, seLE supporting pile rather than contained in a <br />' conventional tailings dam. A berm was to be constructed at the toe of the pile <br />to reCUVer water draining by gravity from [he [Iilckened tailings stack Eor <br />' recirculation [o [he m11L. As stipulated by [t)e permit documents, diversion <br />dltch~s were constructed around the perimeter of the tailings disposal area to <br />' transport surface flow away from the tailings pile. <br />
