- 9 -

7
J
J
J
J
J
J
year for exactly the same reasons.
This observation is of crucial importance for the proposed
construction. It indicates that sliding would be triggered in
the future when unsupported cuts are excavated, or fills
placed on steep slopes which are frequent in the landslide
area. These cuts or fills or other structures might be tem-
porarily stable during a dry season such as the fall or cainter,
but they would become unstable during the spring season when
the combination of snow melt and rain apparently causes the
saturation of certain areas.
There is probably only one method available to eliminate
potential stability problems within the landslide area: to
eliminate the possibility of the saturation within the areas
of the proposed construction. The saturation could be averted
by careful drainage of zones which are critical for the stab-
ility of individual structures. Drainage comprises a powerful
tool which can significantly increase the stability.
We feel that if ground water conditions are improved at
locations of individual structures and facilities, so that
ground water levels are lowered to acceptable depths and the
potential of their increase is eliminated, the proposed con-
struction can be safely realized.. As will be discussed later,
ground water should be lowered to depths of 10 feet or more.
In the following parts of this report, more specifics
will be discussed for individual structures located within
the landslides area.
oeoa~.ow cowuna, Nc
