(herein Connell); 4305 E. Harmony Road; Fort Collins, CO <br />' 80525 we are submitting a Use By Special Review permit application for the Wellington Downs <br />Sand and Gravel Pit located just south of their current Stute Pit operation. <br />' This Special Review application is submitted as the second stage of the County zoning review <br />process. The Concept Review (CTR) hearing was on June 1, 1995. The issues addressed in the CTR <br />' have been addressed and incorporated in this submittal. <br />We believe this application meets the eight criteria of the Lazimer Comprehensive Zoning <br />' Resolution for a Use by Special Review permit in the following ways: <br />1) The proposal complies with the intent and purposes of the Resolution. <br />1 <br />2) The proposed use on the site is harmonious with the surrounding neighborhood. The land <br />in question is zoned FA-1 which allows gravel mining by Special Review. There are other <br />gravel mining operations in the azea. <br />' 3) This operation will have a limited impact on the surrounding azea. The site is in a rural azea <br />with few surrounding residents. The eight to ten yeaz duration of this project is relatively <br />' short. The final reclamation plan will create a water storage reservoir.
