Cattany <br />D'wision Direttor <br />The Division has reviewed Seneca Coal Company's (BCC's) 2002 Annual Hydrology Report <br />(AHR) for the Seneca II Mine. Monitoring frequencies for ground water aze in compliance with <br />the approved monitoring plan contained in the permit document. SCC did an excellent job at <br />obtaining the required groundwater level measurements and groundwater analytical data. SCC <br />utilized the long parameter list for all ground water analyses. In some cases this is more than is <br />required by the permit document. Water level measurements could not be obtained at Wells <br />SSP22, SSP23, and SSP24 because these wells were dry. With the exception of two wells, all <br />required groundwater samples were collected and results reported for the required laboratory <br />analyses. As was the case in Water Year 2001, Wells SSP25 and SOV42 could not be sampled <br />due to a lack of water in the well casings. <br />With only minor exceptions, surface water samples were collected and analyzed from all required <br />surface water sites. However, SCC could not meet the required frequencies for three locations <br />due to low flow conditions. No surface water samples or field pazameters could be analyzed at <br />Site SSC10 due to zero flow May through September, 2002. There was insufficient flow to <br />collect samples for laboratory analysis from Site SSSPG6. Only one sample was collected from <br />Site SSSPGIO due to insufficient water during the September/October timeframe. <br />The Division has the following comments regazding the collection and reporting of surface water <br />and ground water monitoring data. <br />1. One minor discrepancy was noted with the required ground water level measurements. <br />Well SWC15 (Wolf Creek Coal seam) is listed in the permit as requiring water level <br />measurements and none were reported for this well in the 2002 AHR. Water level measurements <br />were reported for Well SWC 10 (which also monitors the Wolf Creek Coal seam), but this well is <br />not listed in the permit document on the ground water monitoring frequencies table.
