Oak Creek, CO 80467 <br />,- Attn: Mr. Rick Mills GivisionofMineralsandGeology <br />Job Number: 99-3983 <br />Subject: Quarterly Observation Report, Refuse Pile, <br />Foidel Creek Mine, Routt County, Colorado. <br />Gentlemen: <br />As requested, NWCC, (nc. (Northwest Colorado Consultants, [nc.) has prepazed this letter outlining our <br />observations made during the fourth quarter of 2002 at the Refuse Pile, which is located at the Foidel Creek <br />Mine in Routt County, Colorado. During this quarter, we visited the project site on November 5 and <br />December 24, 2002 to provide our quarterly observations. <br />A[ the time of our site visit on November 5, 2002, we met with Mr. Rick Mills of Twentymile Coal <br />Company to observe the conditions at the Refuse Pile. At the time of our visit, it appeared that the majority <br />of the refuse materials (waste coal) that were being produced were being placed and compacted along the <br />west edge of Area 2. At the time of this visit, we also noted that the erosion channels that we had observed <br />during the last quarter had been repaired and the drainage conditions along the backside of the first bench <br />in Area 1 had been improved. It should be noted that we did observe some water ponded along [he extreme <br />western edge of Area 2. We advised Mr. Mills that this area should be regraded so [hat water is not <br />allowed to pond. <br />At the time of our site visit on December 24, 2002 i[ appeared that [he waste coal materials that were being <br />produced were being stockpiled in the east half of Area 2. I[ also appeared that some additional grading <br />had occurred along [he extreme western edge of Area 2 to remove the ponded water. However, our <br />observations were limited due to the 3 to 6 inches of snow covering the ground surface. <br />The water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 were measured <br />during this quarter on a monthly basis. A table and graph showing the monthly water levels is attached. <br />We were advised that <br />approximately 26,700 / <br />produced approximately 26,600 cubic yards of waste coal in October; <br />in November and approximately 25,200 cubic yazds in December. <br />This report fulfills tt}~/quarterly inspection requirements as specified by Rules 4.09.1(il)(a) and <br />4.10.2(2)(a).
