Bacich, a employee of the Colorado Department of Transportation <br />(Engineers) for 30 years, performing many various duties, such as material <br />testing, including soil classification, soil compaction and etc. Project <br />Engineer for ten years, overseeing all phases of Highway Construction. <br />Became a registered Engineer with the State of Colorado by written <br />examination in 1970. Retired from the Department in 1980. Established <br />own Engineering Firm and has had experience and knowledge in the design <br />and construction of Highways and Bridges, drainage control, Hydrology. <br />Experience in Engineering of Strip Mining Operations and in permitting <br />of coal mine facilities and permit compliances, <br />RULE REQUIRING CERTIFICATION: <br />This certification is required by Rule 4.03.1(1) of the Regulations <br />of Colorado Mined Land Reclamation Board for coal mining. <br />SUBJECT OF CERTIFICATION: <br />This certification is for the Raton Creek Mine - Energy Fuels Mining <br />Company, in removal of the Primary waste Disposal and Embankment of the <br />Highwall Area. <br />ACTION TAKEN TO PREPARE CERTIFICATION; <br />Field on-site inspection made on April 19,1994 by this firm. The <br />temporary haul road was constructed to remove material from Waste Area <br />to Embankment Area at the Highwall Area by heavy equipment (Scrapers & <br />Dozers). <br />Material was placed in layers of approximately one foot thick and <br />spread uniformly, compacted by a 815 B Pactor, prior to further placement <br />of material, Compaction test by nuclear gauge was witnessed and approved. <br />Additional moisture was not necessary due to Waste Disposal Area <br />contained sufficient amount, <br />This phase of the required reclamation is done as per requirement <br />of the Colorado Mined Land Reclamation Division and will be inspected <br />periodically during the works. <br />PROFESSIONAL ENGINEER STATEMENT: <br />I, John H, Bacich state that this report <br />hereon is true and correct to,,,the best of my <br />ApriDate~ 1994 `o`er^~Q~';@~~;.;~'r. <br />was prepared and presented <br />knowledge and information. <br />.Gc~ <br />hn H.
