For stream flow analysis, the water year (October-September) is the reporting unit.
Therefore, water year precipitation for 1991 (October '90 -September '91) was 9.74",
13.08" for 1992, 12.16" for 1993, 10.54" for 1994, 16.7" for 1995, 12.82" for 1996, 20.21"
for 1997, 15.35" for 1998, 13.41"for 1999, and 11.45" for 2000.
In conclusion, below average precipitation for the water year 2000 resulted in lower
vegetative growth and stream flows for irrigation.
6.1.4 Stream Gauging Stations
As required by the ROD, (project Record of Decision from EIS), WRN contracted for
surface water monitoring of water quality and quantity. Monitoring was performed
upstream and downstream of the cone of depression on Yellow and Piceance Creek by
the USGS on four existing stations with extensive historical data. Funding for the
USGS stations was shared with one of the other nahcolite projects in the area.
Data for the 1999 water year (October, 1998 -September, 1999) was published in 2000 by
the USGS as Data Report CO-99-2. The USGS report (pages 373-384) contains data
pertaining to the WRN project. Table 6-1 is a summary of key 1999 data for the WRN site.
Historical data indicates all stations reported lower flows in 1999 than 1998 with
significantly lower precipitation in 1999. All stations had higher flows than for the period of
record average. The Yellow Creek near White River station had higher 1999 mean flows
33
