- -. <br />Memo to Larry Routen <br />Twin Pines TR-03 Supplemental <br />page 2 <br />analyses, demonstrates that the proposed pile's static slope safety <br />factor exceeds 2.0. <br />(5) The first paragraph on page 3 of the TR-03 application has been amended <br />to state that the waste will be compacted to achieve 90~ of standard <br />proctor density, and is therefore in compliance with Rule 4.10.4(3)(b). <br />(6) In response to my final comment, which referenced the Rule 4.10.4(5) <br />requirement fora minimum of 4 feet of cover, the applicant continues to <br />propose 2 feet of cover. The applicant has amended the second paragraph <br />of pa 9e 4 of the app]ication to include one sentence observing that they <br />believe 2 feet of cover should be sufficient. Rule 4.10.4(5) does allow <br />the Division to grant a variance to allow less than 4 feet of cover <br />"based on physical and chemical analyses which show that the requirements <br />of 4.15 will be met". I'm am not a soil scientist or botanist. You will <br />have to determine whether the applicant's one sentence statement <br />constitutes an acceptable demonstration.
