(HGTI), attached please find three copies of the 2004 <br />Annual Reclamation Report (ARR) for HGTI's Hayden Gulch Mine, Permit C-80-003. This report <br />is submitted pursuant to Rule 2.04.13 of the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining. <br />As you are aware, the Hayden Gulch Mine cun•ently contains 8.9 permitted acres covered by a <br />reclamation performance bond held by the Colorado Division of Minerals and Geology (CDMG). <br />The 10-yeaz liability period for final bond release ended in 2004, and final bond release vegetation <br />studies were initiated last year. <br />The ARR presents vegetation data collected in 2004 by ESCO Associates that will be incorporated <br />into the final bond release application to document successful revegetation of the mine site. The <br />second year of final bond release vegetation data will be collected in 2005. The vegetation sampling <br />methodology is also presented in the 2004 ARR. HGTI anticipates that the 2005 vegetation <br />sampling will occur during mid- to late-July, 2005. HGTI will provide CDMG with a firm schedule <br />by early July so that Division staff can observe/participate in the sampling event if desired. <br />therefore this report does not contain any hydrologic monitoring information. <br />As part of the Phase II/Phase III bond release findings, the CDMG approved the cessation of the <br />hydrologic monitoring activities at the Hayden Gulch Mine in June 1999. In addition, the Colorado <br />Department of Public Health and Environment (CDPHE) approved the request to de-activate the <br />Colorado Discharge Permit System wastewater treatment permit in October 1999. Since both <br />CDMG and CDPHE have released the Hayden Gulch Mine of previous hydrologic monitoring <br />requirements there was no hydrologic monitoring at the mine during calendaz year 2004, and <br />P.O.
