ENCLOSUREI <br />2003 Annual Reclamation Report <br />1. An amended version of the page 1 report form was provided. Item Resolved <br />2. Regraded spoil sampling for various "A", "B", "D", and South Area Wolf Creek Mine <br />Block areas were conducted in 2004 and analyses were included in the 2004 <br />Annual Reclamation Report. Item Resolved. <br />3. A comprehensive weed control plan has been provided by SCC. Item resolved. <br />Weed control tracking will be monitored in future Annual Reclamation Reports. <br />4. The Division had requested clarification regarding status of "D" Pit highwall <br />reclamation in 2003, and various other areas that had been scheduled for <br />reclamation in 2003, but did not get completed. <br />Operator responses indicate that the "D" Pit area was re-roughened and seeded <br />again in 2004, and that the various other small areas that did not get seeded in <br />2003 were seeded in 2004. This information is presented in the 2004 ARR. Item <br />Resolved. <br />The Division had requested a number of clarifications regarding seedmix details. <br />The operator responded in the letter of November 18, 2004, and additional detail <br />appears to have been included in the 2004 ARR. This item is resolved, for the <br />purposes of the 2003 ARR. These items will be closely reviewed in the 2004 ARR. <br />2003 Annual Revegetation Report <br />The Division identified several concerns based on review of the 2003 Revegetation Report <br />Items 6, 7, and 8. The operator adequately responded to each of the items in the letter of <br />November 18, 2004. <br />The Division requested clarification regarding woody plant establishment success <br />within concentrated woody plant establishment areas. This issue was addressed by <br />sampling of the establishment areas in the fall of 2004. The woody plant density <br />data was included in a report submitted as an addendum to the 2004 Annual <br />Revegetation Report, and will be reviewed by the Division in that context. Item <br />resolved, for purposes of the 2003 Report. <br />Text page 6 erroneously indicated that native perennial (orbs contributed 20.4% <br />relative cover in the 1996 reclaimed area, and referenced cicer milkvetch and alfalfa <br />as the dominant native forbs. A properly amended page 6 was provided, to clarify <br />that the referenced forbs that provided significant cover are introduced species. <br />Item resolved. <br />8. The report narrative and figures presented information comparing cover, production, <br />and woody plant density values for 1996 and 1999 revegetated areas against <br />permit standards. The Division requested more detailed information regarding shrub <br />density within concentrated planting areas, and also recommended that the operator <br />consider amending the diversity standard for the original permit area, to be <br />
