5. Insnection Reports -The Streeter Fill Inspection Reports provided in Exhibit 5 document <br />• there has been no significant changes otherwise noted in the survey monuments or the piezometer <br />well and no formation of any springs or seeps. <br />The Division's Mazch 30, 1999 Findings ojCompliance for the 1998 Annual Hydrology Report <br />noted seep inflows into the southwest corner of Streeter Pond. The prevailing water surface of <br />Goodspring creek, located between the Streeter pond and Gulch A pond, has continued to be <br />elevated by local beaver activity. What once was a more defined channel, Goodspring creek in this <br />vicinity has become a cattail mazsh. Due to this localized rise in the water table, seep inflows in the <br />southwest comer of the pond have become more of a permanent feature. Similaz springs aze <br />flowing from the toe of the hillside located immediately south of the Streeter pond and flowing <br />directly to Goodspring creek. The Division also noted that the spring inflow into the pond had a <br />field measurement of 1630 ppm. which suggests that the source of the water is connected to the <br />neazby Goodspring creek alluvial system. <br />Historically, the Streeter pond has received very limited inflow after the conclusion of spring runoff <br />conditions. With the addition of the constant inflow from this spring, the pond presently has a <br />constant discharge of approximately 0.11 mgd (0.17 cfs). The TDS levels in the Streeter pond <br />dischazge during 1999 were in the 1920 - 2390 ppm range. The cause of elevated TDS is largely <br />undetermined. As the Division correctly noted, the pond is located on the historic Streeter townsite <br />and also in the vicinity of the old pre-law Redwing/Streeter underground mine complex. We <br />suspect that these historic old foundations, roads and workings could be contributing to the elevated <br />TDS values. Dredging of sediment in the Streeter pond over the years would have also' stirred up <br />• and exposed these underlying materials, thus, contributing further to elevated TDS values. We can <br />also speculate that the Streeter fill underdrain could also be contributing to the pond inflow, but we <br />have no demonstrable evidence of this specifically occuring at this time. We will keep Division <br />informed if we see additional changes. <br />In summary, the monitoring information suggests that the Fill continues to perform overall as <br />designed. <br />B. Section 16 Fill <br />During construction of the Section 16 Fill, the Division received copies of quarterly inspection <br />reports and Certifications for the Fill. The Division was notified in the fourth quarter, 1994 report <br />that "construction" of the Fill was completed and Colowyo was entering the "monitoring" phase of <br />the Fill. As such, the certified inspections, piezometer well monitoring and monitoring of the four <br />survey monuments were to be conducted quarterly and submitted only in Annual Reclamation <br />Reports. In 1998 Technical Revision 44 was approved by the Division which reduced the schedule <br />of monument surveys and certified inspections to once a yeaz, conducted during the second <br />calendaz quarter. All the reports have been available and were inspected by the Division during the <br />quarterly complete inspections. <br />• <br />5 <br />
