data show that woody plants aze becoming established in the reclaimed community but the woody steal density <br />falls below the density required by the PAP. <br />IME's vegetation sampling report questions the approved reclamation standazds that aze found in the permit. <br />The mine azea was historically mined prior to the enactment of Colorado's permanent program. As a result <br />pre-disturbance data for the main facilities and the waste pile area were unavailable. "Baseline" veget ~tion <br />data was collected in azeas adjacent to or neazby the disturbed facilities area, chosen to closely represent what <br />the mine area would have been like prior to mining disturbance. If Energy Fuels Coal, Inc. proposes tai re- <br />evaluate the approved reclamation success standards, this action would need to be conducted as a revisjon to <br />the permit. <br />IME also provided a grazing plan. Based upon the productivity data provided by the vegetation samp <br />report, the livestock stocking and grazing duration recommendation are supported by the data. The D <br />concurs with the grazing plan recommendation for 2005. Energy Fuels Coal, Inc. needs to assure that <br />does not preclude or interfere with post-mining vegetation sampling in accordance with Rule 4.15.5. <br />
