.~
Mr. Thomas C. Anderson
Oxbow Carbon & Minerals
Page 2
October 24, 1996
3. On page 6 of the AHR, it discusses the Spring Monitoring Report submitted to the
Division in September, 1994. The data contained in the Spring Monitoring Report
aze acceptable as submitted. As we discussed in our recent telephone conversation
on October 24, 1996, Sanborn Creek Mine will continue to monitor springs SP-1
through SP-11 as required by the approved monitoring program contained in the
permit document.
4. The operator did a very good job at documenting and reporting mine inflow for 1995.
Based on the information provided, it appears that the mine is experiencing a
sustained inflow of 254 gallons per minute (gpm) for locations A through R.
However, there are several inflows shown on the "B" and "C"- Seam Mine Inflow
Map that do not have a letter designation provided for them. It is unclear whether
or not these inflows have been included in the estimated total of 254 gpm. Also the
duration of flow is not specified for locations A through R. It is assumed that the
duration of flow was throughout the entire calendar year. Please clarify the duration
of flow at each location that inflow was measured.
5. The AHR does not provide the baseline water quality data previously established for
each monitoring location. It would be very helpful to have these data tabulated in
the report, to assist in a comparison of water quality trends. For future AHRs,
please list the established baseline values on the same tables as the current hydrology
monitoring data for each station.
Thank you for your cooperation. Please call, if you have any questions regarding this letter.
Sincerely,
~~%c%ae.~ ~ 6~,,C~,.~
Michael P. Boulay
Environmental Protection Specialist
c: Bill Carter
